Municipalities should immediately pass ordinances imposing a 150% tax on the purchase price of any land sold to a federal agency, or monthly on the lease payments if rented to any federal agency, to be paid by the seller.

Make them give away the land for free and pay a 50% fine to the community to partially compensate for the damage to the community that will occur.
