My best friend nearly froze to death last winter on the streets here in Ottawa and spent several days in ICU. Thankfully, he is now housed. We also came across the frozen body of a homeless person once, in a separate incident a few years earlier.
Shelters won't accept people after certain hours, and getting locked out overnight is life threatening in winter.
Preparing the homeless for winter can't be optional.
