This is torture and murder because it is solely a result of cutting aid intentionally and specifically with full prior knowledge. The scale indicates that it is genocidal. These people must be prosecuted as mass murderers. EU is beginning to do the same. Instead they should be ramping up to offset the loss of US aid.
