The RDF version of SKOS [1] does not contain a licensing information, other than e.g. SSN [2] or DCAT3 [3]. Is it permitted to distribute (parts of) it and under which conditions? Does the W3C Software license [4] or the W3C Document license [5] apply to it, and if yes, which version? Could a licensing statement be added?

Sorry for coming back to that, but to me it is not clear, which of the W3C licenses applies to SKOS RDF [1]: According to the general copyright document [2], which of the Document License [3] or the Software License [4] applies depends on whether derivative works are permitted. But whether derivative works are permitted depends on the license to apply. Who do I know, which applies?

I am thinking of three kinds of use:
1. Bundling selected or all SKOS definitions with other definitions to provide a use case specific schema.
2. Bundling selected or all SKOS definitions into a self contained RDF graph without external dependencies.
3. Bundling selected or all SKOS definitions into a software during building to be self contained afterwards.

@janmartinkeil *I am not a lawyer and this is not legal advice* but the use you propose seems to involve creating new works or combining works.

The copyright for documents notes: "No right to create modifications or derivatives of W3C documents is granted pursuant to this license... the publication of derivative works of this document for use as a technical specification is expressly prohibited."
