The top 1% of income earners received 63% of the benefits from the capital gains tax discount. So says the Parliamentary Budget Office in a Greens-initiated report. The discount will cost the budget $250 bn by 2030, at a time when the budget is under intense pressure and housing prices remain out of reach for most younger people.
