"The episode suggests that the DOJ intended to remove all photos of Trump. When a photo escaped notice of the reviewers, the DOJ retroactively withheld the photo until it was caught in the act of protecting Trump. The DOJ then had no choice but to release the photo—which had already been downloaded hundreds of times."
