I think the answer is in his ideology
he believes in privatization and, crucially, foreign investment by US businesses (who lead the world in white faces, immorality and power)
you know how Football is unfair because some clubs have billionaire backers and others run on a shoe string budget? to him that's natural, a stacked deck, and an equal playing field is against nature
he sees the solution to issues with the NHS, BBC, farming, fishing, power and water as a lack of US venture capitalists pumping money in
its exactly the same stuff my previous MP would say to me on the doorstep. that public ownership is crap and investment = progress
and to be fair, government websites do suck, but lack of competition does not mean the need for corporations and an ownership class

in USA, because of “state rights” (which are extended to territories) you have 2 political relationships :
1. the federal CITIZENSHIP
2. the state or territory RESIDENCY
so, when you move across state or territory lines, you can’t immediately vote in your new locality. you can vote in federal elections if resident of the 50 + G̶u̶a̶m̶, but if you move to & become a resident of La Isla or US Virgin Islands, you can’t.
folks always forget the USVIs.

2. RESIDENCY, granted by a state or unincorporated territority.
ONLY RESIDENTS OF STATES ―EVEN IF LIVING ABROAD― can vote for #POTUS & congressional representation. residents of UTs cannot.
