After spending several hours trying to breathe new life into my 2015 Macbook, I've discovered that the wireless adapter (Broadcom BCM4360) was abandoned and does not support WPA3. Sending a lot of hate to Apple and Broadcom for millions of electronic waste out there. Infuriating.
