no, it is not just how people use tech that is political. how you decide to build it reflects your sociopolitical choices. how you decide to distribute it reflects your political economy choices.
fascist neoliberal technocrats have controlled CompSci, Eng and Econ uni departments since the 1980 Bush-Reagan coup. you've been groomed to believe neither tech nor markets have anything to do with morals, politics, ethics; but they do.
