Evropská komise (#EC) navrhuje legislativu na základě rozhodnutí Evropské rady (#EUCO -- kde se scházejí hlavy států a vlád). Mnoho právních předpisů EU lze vysledovat přímo k „závěrům“ EUCO, které jsou obvykle zveřejňovány ve 3 hodiny ráno po summitech, zejména pokud jde o zahraniční politiku nebo jiné oblasti, které členské státy pečlivě střeží. V tomto ohledu funguje Evropská komise jako veřejná služba pro kolektivní předsednictví EU.

"Our objective is clear∶ coordinated action, accountable governance, & tangible results for the #Palestinian people," Suica wrote on social media ahead of the meeting.
While Suica is attending as an observer, several #EU member states have raised concerns about an EU commissioner participating in a meeting of a body many EU governments see as undermining #InternationalLaw.
#France said it was surprised that the #EuropeanCommission had sent an official to the #BoardOfPeace meeting, saying it did not have the mandate to represent member states.
"Regarding the European Commission & its participation, in reality we are surprised because it does not have a mandate from the Council to go & participate," foreign ministry spox Pascal Confavreux said to reporters, referring to the Council of the #EU's members.
