places warm enough that they don't insulate pipes, put them in the ground, etc. always suffer.
when i lived in downtown SF, the once every 10-20 years when it got below freezing long enough to freeze all the pipes run along the outside of 19th century buildings with zero insulation were both a plumbers' dream and nightmare. most of the south east US has similar issues...
You'd be surprised how often they do this shit in the North East US too. I've seen some shit... Literally (since we are talking about plumbing).
