The #House #HomelandSecurity Committee started its hearing with the heads of Immigration and Customs Enforcement [ #ICE], Customs & Border Protection [ #CBP], & Citizenship & Immigration Services [ #CIS].

Unsurprisingly given the debate around #immigration enforcement happening in #Congress & the national outcry over the 2 #shootings in #Minnesota, the hearing room is packed.

Rep Andrew Garbarino of NY, the #Republican chair of the #HomelandSecurity Cmte, called for “complete & impartial investigations” into the #Minnesota #shootings. But he also criticized state & local jurisdictions for not cooperating with federal #immigration enforcement efforts & blasted #Democrats for withholding their support from a bill to fund #DHS.

Garbarino, who represents a Long Island district, has been leading the cmte only since July. This hearing will put a high-profile spotlight on his “leadership” around an issue that has been difficult for #Republicans to navigate.

Rep Bennie Thompson of Mississippi, the top #Democrat on the committee, used his opening statement to criticize #federal #immigration enforcement agencies for avoiding congressional #oversight. #Democrats have sued the #Trump admin for blocking lawmakers from entering facilities for oversight visits, something required by a provision in the #law that funds #ICE.

Thompson also spent considerable time criticizing #DHS Secretary #KristiNoem, who is not here. Thompson is one of several #Democrats calling to #impeach Noem. He said her department “has the blood of American citizens on its hands. But she takes no responsibility for anything,” Thompson said.

In prepared remarks released before the House hearing ,Todd Lyons, acting director of #ICE, said he was encouraged that some #Minnesota officials were “signaling a willingness to cooperate with ICE” but that “promises are not enough.”

He cast blame on public officials in Minnesota & other parts of the country, saying their anti-ICE rhetoric had “fomented violence.”

Todd Lyons, acting director of #ICE, said that about 3,000 officers, out of roughly 13,000 in the field were equipped with #BodyCameras. Last week, #KristiNoem, #DHS secretary, said that all #immigration officers in #Minneapolis would be given body cameras & that the program would be expanded nationwide “as funding is available.”

Lawmakers have started questioning the #immigration officials. Rep Andrew Garbarino, the #Republican chairman of the committee, said that his understanding was that the officials would not be able to fully answer questions about the #shooting deaths of #ReneeGood & #AlexPretti as they were being investigated.

Some #Democrats on the panel are likely to ask questions about those #shootings.

Both Reps Andrew Garbarino & Bennie Thompson asked the heads of #ICE & #CBP about the training timeline & programs for their agents. Both agencies have been on a hiring spree, in part because of the massive funding that #Republicans gave them in last year’s domestic policy bill.

The line of questioning addresses concerns raised since the #Minnesota #shootings about whether ICE & CBP are appropriately training agents before deploying them in the field.
